deeptagger: give up on Windows altogether
ORT requires MSVC to build. MSVC can't use MSYS2 libraries. CMake + clang-cl doesn't work in MSYS2. GraphicsMagick doesn't provide development packages for Windows. There is no getopt on Windows.
